Chers et chères Collègues,

Alerté par les événements actuels qui secouent le Caucase, événements que nous suivons tous avec la plus grande préoccupation, le comité de l’AIEA tient à exprimer sa solidarité entière et son soutien aux collègues et au peuple du Haut-Karabagh. Il condamne de la manière la plus ferme le déclenchement des hostilités de la part de l’Azerbaïdjan et l’escalade militaire qui en a découlé, et déplore que la force et la guerre prévalent sur les négociations diplomatiques.

Nos échanges scientifiques et intellectuels sont plus que jamais nécessaires et nous tenons à poursuivre nos rencontres. Il y a un peu plus d’une année (26-27 août 2019), l’AIEA co-organisait à Gandzasar, en collaboration avec les responsables du Matenadaran d’Erevan et du centre scientifique ‘Matenadaran-Gandzasar’, un colloque international sur ‘Armenian Eastern Parts (Artsakh, Utik): History and Culture’. Ce colloque avait été une occasion d’échange et de partage des résultats de recherche sur l’histoire ancienne et moderne de ces régions, en collaboration avec plusieurs chercheurs et chercheuses d’Europe, Arménie et Artsakh.

Nous appelons à un cessez-le-feu immédiat et au droit de la population civile de vivre en paix. Il est impératif d’arrêter le conflit armé et de relancer les négociations en vue d’une solution par la voie diplomatique.

Dear colleagues,

The committee of AIEA, alarmed by the current events shaking the Caucasus, events that we are all following with the greatest concern, wishes to express its full solidarity and support for our colleagues and all the people in Nagorno-Karabakh. We condemn in the strongest terms the outbreak of hostilities initiated by Azerbaijan and the consequent military escalation, and we deplore the fact that violence and war are taking precedence over diplomatic negotiations.

Our scientific and intellectual exchanges are more necessary than ever and we have every intention to continue our meetings. A little over a year ago (26–27 August 2019), the AIEA co-organised a workshop in Gandzasar, in collaboration with partners at the Matenadaran of Yerevan and the scientific centre ‘Matenadaran-Gandzasar’, on the topic of ‘Armenian Eastern Parts (Artsakh, Utik): History and Culture’. This colloquium was an opportunity for exchange and for sharing research results about the ancient and modern history of these regions, in collaboration with several researchers from Europe, Armenia and Artsakh.

We call for an immediate ceasefire and for the right of the civilian population to live in peace. It is imperative to stop the armed conflict and to restart negotiations for a solution by diplomatic means.

Communiqué de la Society for Armenian Studies  :

The Society for Armenian Studies condemns the large-scale military offensive against the Republic of Artsakh by the Republic of Azerbaijan which began in the morning of September 27 targeting civilian populations in the capital Stepanakert and other cities. This is the largest military assault since the ceasefire signed in 1994, dismissing once again the peace efforts brokered by the OSCE Minsk Group and the cardinal right of people’s self-determination. The involvement of the Republic of Turkey in the conflict has escalated the situation, posing serious danger to the security of the entire region and the physical existence of the Armenian people.

The Society for Armenian Studies believes that the only solution to the conflict is through diplomatic channels and by resuming peaceful negotiations. We call on the international community to exert their influence on Azerbaijan and Turkey to immediately halt all military activities and to stop the war.



Communiqué du département d’études arméniennes de l’Hebrew University  :

We the undersigned write to express our deep concern with the fighting that has flared up in the region of Nagorno Karabakh (Artsakh). From a reading of independent accounts and analysis we have concluded that this outbreak of violence in the last few days is due solely to aggression of the Republic of Azerbaijan, supported by Turkey and backed up by fighters from elsewhere in the region. This belligerence has been directed towards military and civilian targets in the Republic of Artsakh and its mainly Armenian population, and deserves to be condemned in no uncertain terms. The response of the Republic of Artsakh and the Republic of Armenia is clearly one of defense of population, property and territory, and should enjoy the support of those who cherish the principle of self-determination of peoples.
We call for an end to this aggression, and a cessation of the fighting. The long-term answer to tension in the region is on-going negotiations that will aim to resolve the claims of various ethnic groups, leading to a mutually agreed upon political arrangement. Clearly, violence of any type will not resolve ethnic and other tensions.
It is with dismay that we address the matter of Israeli arms sales to Azerbaijan in recent years, this being one component in the massive armament process in that country. We call upon the Israeli government to cease immediately the sales of arms to Azerbaijan, pending a review of the issue by the government and Knesset. Matters of would-be Realpolitik, as reflected here in arm sales, are not the only basis for foreign policy. Certainly, one needs to question Israel’s role in an armament effort aimed mainly against a people that like the Jewish people suffered genocidal attacks in the twentieth century. We call upon other Israelis to raise their voice on this important issue.
